That guy also writes some dumb site/blog about cricket in associate countries. Thing is he hates Nepalese fans, as well as the Nepali team. If you read his blogs or comments on the Nepali team, he always has something negative to say. So he wrote that article pretty blindly. Nepal is already in the semifinal with 6 points. Malaysia played 4 games and has 4 points. Hong Kong's got 4 points and if they win against Nepal, Nepal and Hong Kong will play in the semi-final. If they lose, whoever with the higher run rate between them and Malaysia will go to the semi-final.
